For over a decade, the Office of Graduate Education (OGE) and the Vice President for Research (VPR) have co-sponsored the stipend recommendation process carried out by the Graduate Student Council Housing and Community Affairs (GSC-HCA) sub-committee. The GSC-HCA has worked with the Office of Institutional Research (IR), Provost’s Office to carry out a detailed cost-of-living (COL) analysis for graduate students every four years. These data have allowed for a deeper understanding of the financial environment facing graduate students and have been taken into account into a variety of decision-making processes such as the graduate stipend, Grad Dental, and family programs such as back-up childcare. The Advisory Committee on Graduate Stipends will build on this work through the formation of a broad-based group of stakeholders (i.e. graduate students, faculty and staff) whose charge will be to analyze all of the factors and impacts related to graduate stipends. The factors that will be analyzed include, for example, cost of living, peer competitiveness, cost of research assistants to grants and federal funding climate, community equity issues including staff, faculty and heterogeneous graduate populations (on and off-campus, doctoral/professional masters).
- Two co-chairs: one graduate student nominated by the GSC and one faculty member nominated by the Dean for Graduate Education and the Vice President for Research;
- Two graduate student co-chairs of the GSC-HCA;
- Representative nominated by the Vice President for Research;
- Representative nominated by the Executive Vice President and the Vice President for Finance;
- Two additional faculty representatives nominated by the Dean for Graduate Education and the Vice President for Research.

The committee will meet two-three times and give a presentation and consensus stipend recommendation supported by all stakeholder representatives to the Dean’s group in early March, 2015.
